Congressional GOP Embrace Trump's Proposal to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Plan from Florida Resort

As Saturday's session got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic lawmakers expressed concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another senator reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and continue the payments for a year.

Another leading Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his resort visit, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
